SELECTED ACCOMPLISHMENTS
-Testimony and participation in regulatory proceedings and settlement conferences resulted in successful settlements in line with the advocated positions
-Chaired and project managed an inter Line of Business (LOB) project team that modified and established new company wide standardized processes and procedures arising from the impact of local competition (e.g., return of customers to Bell Atlantic network involving reuse of network facilities and Local Number Portability).
-Developed and implemented tactical strategy for preparing Small Business Services (SBS) LOB for competition including video training for 1500 employees and establishment of new specialist position to retain customers vulnerable to competition. Significantly increased competitive awareness and customer retention.
-Developed competitive/regulatory proceeding strategy for new Small Business Services Line of Business for toll (including presubscription), local competition and Centrex resale.
-As first year Sales Director, exceeded previous year revenues and 1992 revenue objectives by 30% while running under authorized budget and head count. For 1993, increased organizational productivity resulted in a more than a 60% network revenue improvement per Account Executive.
-Created strategy and negotiated regulatory approval for the unique $90M 911E tariff and financing proposal which was critical in meeting 1991 Corporate financial objectives.
-Developed strategy and negotiated regulatory approval, despite significant competitive intervention, for the first major pricing flexibility initiative in NJ via customized Centrex pricing for large customers.
-Developed strategy and negotiated regulatory approval for various new and modified consumer and business products, including pay per use options of CLASS services, to optimize revenue/profit potential for the corporation.
-Coordinated planning and implementation of NJ Bell's initial fiber optic transmission systems, in conjunction with other Bell System companies.
BUSINESS EXPERIENCE
JALPAC, L.L.C., East Hanover, NJ 1998 to present
Principal of telecommunications consulting organization. Provided Consulting services to large telecommunications company in various areas including service quality, wholesale performance metrics/performance assurance plan, regulatory proceedings/interfaces, rate planning/development, and preparation of reports on the status of infrastructure commitments. Analyzed cost studies, testified, recommended positions for legal briefs, and participated in successful settlement conferences for the State of NJ, Division of Ratepayer Advocate in a regulatory proceeding to determine the appropriate rates for the Equal Access Recovery Charge and to change presubscribed intraLATA carrier (PIC) for two different carriers. Provided analysis and status of local competition in the United States for a report prepared for a European telephone company.
Bell Atlantic (formerly NJ Bell), Newark, NJ 1978 to 1998
Director, Business Access Product Line Management (1997-1998)
Responsible for all aspects of product management including protection and enhancement of $2.9 billion revenue stream of retail access products throughout post merger company wide 14 jurisdictions. Products managed included dial tone lines, pbx trunks, digital hand off, flexpath, foreign exchange and remote call forwarding.
Director, Competitive Response for Small Business Services (1993-1997)
Supervised development of all phases of Competitive/Regulatory/Legislative issues strategy and tactical response for Small Business Services. Represented Small Business Services positions in all competitive regulatory proceedings (e.g., local competition applications of MFS/TCG/MCI Metro, presubscription) throughout Bell Atlantic. Member of Bell Atlantic local competition steering committee, unbundling strategy team and wholesale strategy team. Served as business marketing witness in a litigated advertising complaint against a competitor in a US District Court proceeding. Assumed additional responsibility for strategic planning function on an interim basis.
Director, Small Business Marketing (1992-1993)
Directed Sales and Marketing effort for network telecommunications services and CPE to all NJ small business customers (in excess of 100,000). Increased productivity while streamlining organization by approximately 25% through use of empowered work teams which eliminated the need for most first level management positions.
Director, Tariff Filings (1990-1992), Director, Regulatory Support (1988-1990), Director, Rate Design Coordination and Administration (1987-1988), Director, Regulatory Matters (1986-1987)
Approved proposed rate making and rate revisions for most new and existing products (both regulated and deregulated) through direction of staff responsible for reviewing and filing of packages to meet both internal and NJ Board of Public Utilities (NJBPU) requirements. Approved and modified, where required, all custom Centrex pricing and Special Rate Authorizations (SRA) representing approximately $100M in revenue. Negotiated approval of all filed tariffs with the NJBPU staff as well as representing NJ Bell on most product related issues. Coordinated activities of various regional product lines to assure business planning was consistent with the NJ regulatory environment and financial goals. Formulated and represented NJ Bell position with NJBPU staff on a wide variety of issues which resulted in NJBPU orders reinforcing the ban on intraLATA competition for Interexchange Carrier (IC) services (e.g., virtual private networks). Negotiated with IC personnel on contested matters such as above before gaining NJBPU rulings favorable to NJ Bell's position. Coordinated dissolution and merger of the Rate Department into existing Product Line Management (PLM) and Regulatory Departments. Directed PLM function for NJ Bell Billing and Collection.
Staff Manager, Regulatory Matters (1983-1985)
Formulated and represented company position to NJBPU on various issues (e.g., access charges, pooling, bypass, intraLATA competition/compensation, resale, network/technical matters) as well as negotiating approval for and structuring, via the product team process, numerous strategic tariff filings (e.g., all Centrex filings, data services).
Associate Staff Manager, Distribution and COE Utilization (1981-1983) Coordinated the introduction of new technology with various intracompany departments, AT&T Long Lines, Western Electric and Bell Labs.
Associate Staff Manager, Network Personnel (1980-1981)
Recruited, interviewed, hired and tracked progress of technically educated college juniors for Management Summer Employment Program to develop source of potential full-time hires after graduation. Full-time return rate (approximately 50%) exceeded that of previous programs. Conducted assessment of engineering potential for non-technically educated employees as well as produced and edited technical newsletter.

Managed, designed and rearranged outside plant telecommunications for specific geographic areas covering a wide variety of rural, suburban and urban characteristics.
